In 1961, two Wesleyan University professors in prominent positions in Middletown’s city government embarked on a program of redevelopment that would forever change Middletown’s waterfront—replacing historic buildings and residential areas with commercial complexes and parking lots. Ten years prior, the City had erected a tent city to house African American families displaced from a similar redevelopment effort.

From Urban Renewal to Section 8, this short documentary film investigates Middletown's consistent failure to provide affordable, nondiscriminatory housing, which has forced several families to relocate to the periphery of the city.
